Oxfam Nigeria is recruiting to fill the position of:

Job Title: Livelihood/Private Sector Programme Manager
Job Family: Programme

Location: Abuja

Team Purpose:
►To work directly with Oxfam's beneficiaries, government, donors and partners to overcome poverty and suffering; and to advocate and campaign for policy, knowledge, attitude and practice change to help achieve Oxfam's strategic change objectives, the West Africa regional business plan and the Nigeria joint country analysis and strategy.

Job Purpose
►To manage Oxfam GB livelihood and private sector engagement programme in Nigeria and lead on related strategy development.
►The livelihood and Private Sector Programme Manager will be the main liaison person for livelihood and private sector activities between Oxfam GB and Ministry of Agriculture and Rural Development officials and Non- Governmental Organizations (NGOs) and private sector involved in livelihood and private sector programs and may assist them in coordinating livelihood and private sector activities.

Dimensions:

►Coordination and delivery of agreed plans and strategies to achieve significant impact from a major program unit
►Develop an operational framework for Livelihood and Private Sector for Oxfam GB in Nigeria
►Establish partnerships with NGOs and government bodies to increase national resource mobilization and long-term sustainability.
►Work as part of the country senior management team in Nigeria
►Input into and influence long term vision on Economic Justice (GROW campaign) and World Influencing Network (WIN) in Nigeria
►Working autonomously with significant financial, human resource, and representational responsibility.
►Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.
►Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience and a range of external and internal factors.
►Role as a key decision maker/responsible person for programme unit.
►Represent Oxfam GB in coordination meetings and some external relationships.
►Play an active role in lobby and advocacy through personal contacts and co-ordination of allies at national and occasionally regional level.
►Plan and implement fundraising plans and ensure proper reporting and accountability to donors.
►Ensures that the notion of "gender at the heart of our work" is present in all work s/he takes forward.

Key Responsibilities
Strategic leadership:

►Leadership of Oxfam GB livelihood programme management at all levels (strategic, tactical and operational) ensuring that the programme is driven by primary stakeholder needs and interests
►As a member of the OGB Country Management Team, contribute to overall development of longer-term strategy and management of the Oxfam GB programme in Nigeria
►Act as lead of the Private Sector working group among all Oxfam affiliates in Nigeria, and play a significant role in the coordination with other Oxfam affiliates involved in livelihood programme and related work
►Coordinate with humanitarian response team and affiliates to ensure coherence between Oxfam humanitarian and livelihood programmes
►Keep up to date with national and regional trends in order to fully understand the context within which OGB operates (present and future)

Fundraising:

►Be active on donor landscaping and intelligence gathering
►Prepare capacity statements, concept notes and project proposals ensuring they are aimed at achieving resilient income and food security for small holder farmers especially women and youth
►Ensure that proposals developed for specific calls are in line with fundraising targets and priorities of the programme.
►Prepare monthly, quarterly, mid-term and annual reports to be submitted to Oxfam and existing as well as potential donors.

Programme management and implementation:

►Ensure programmes and projects achieve their planned outcomes, and provide an effective framework for project work
►Pro-actively share information within the Nigeria and livelihood programme teams and ensure that team members are coordinating effectively over activity planning, implementation, monitoring, evaluation and learning
►Ensure adherence to Oxfam quality standards and integration of best practice in livelihood programme in close liaison with Oxfam technical advisers, finance, M&E and other support staff
►Ensure that programme information systems are maintained accurately and up to date
►Ensure delivery of programme reports, project reports and donor reports to quality standards and deadlines
►Ensure that all work is carried out in a way that is gender-sensitive, and promote the full and equal participation of women in all aspects of the work.
►Commission and supervise research or analysis to underpin programming and advocacy on rural livelihood and related areas
►Share information within region and to other Oxfam colleagues related to livelihood programme and advocacy issues in Nigeria

Partnership management and external relationships:

►Build and manage relationships and partnerships with producer organisations, NGOs, research institutions, private sector and other key stakeholders in the Agricultural and rural sectors in Nigeria.
►Provide and facilitate technical support, training and information to partners to enable them to effectively use Oxfam resources and best practices in programme implementation
►Represent Oxfam in coordination meetings and some external relationships with donors and other key stakeholders
►Ensure regular communication with counterparts and government organisations.

People management:
►Line manage Oxfam GB Livelihood and Private sector programme staff
►Provide and facilitate technical support, training and information to Livelihood and Private sector programme staff and partners to enable them to effectively use Oxfam resources as well as best practices in programme planning and implementation

Financial management:

►Direct responsibility for budget management of up to 1- 10 million GBP programme per year including significant donor funds.
►Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary and quarterly analysis of trends.
►Recommend and approve Oxfam grants within strategic priorities.

Skills and Competence
(E) Essential, (D) Desirable

►A good masters level qualification in Development, Economics, Agriculture, or equivalent experience (E)
►Significant experience in management of livelihood programmes and projects, preferably in Nigeria (E)
►Significant experience in Private Sector, preferably in CSR (E)
►Significant experience working with the Federal, State and Local Government Areas in Nigeria
►Sound knowledge of family farming, agricultural markets and agricultural private sector actors (E)
►Significant policy expertise on agricultural value chains and food security, preferably in in Nigeria (E)
►Sound knowledge of policy issues related to social protection, disaster risk reduction, and adaptation to climate change (D)
►Demonstrated capacity in integrating gender equity and diversity concerns in programming, advocacy, monitoring and evaluation and staff management (E)
►Demonstrable advocacy skills and experience (D)
►Excellent analytical, conceptual and strategic planning skills (E)
►Proven success in operational management in a complex organisational structure with a clear focus on results (E)
►Experience in developing programme M&E systems, and in matching learning and outcome/impact assessment to strategy and decision making (D)
►Ability to rapidly analyze situations, identify problems, risks, opportunities and trends, and to take realistic and balanced decisions accordingly (E)
►Proven people management capability and effective leadership style to set high standards of performance with team members (E)
►Demonstrated ability in budget development and monitoring, and in management of financial resources efficiently and with probity (E)
►Direct experience of working in a participatory manner with producers’ organisations and NGOs, preferably in the in Nigeria context (E)
►Demonstrable experience of working with the private sector (D)
►Excellent communication capacity and proactive approach to building relationships with key external/internal contacts (E)
►Fluency in spoken and written English (E)
►Ability to present complex information in a succinct, precise and digestible form (E)
►Experience and demonstrated success in fundraising, proposal writing and managing donor relations (E)
►Competent to work with significant levels of autonomy and authority, and ability to meet deadlines (E)
►Commitment to development and humanitarian issues and Oxfam's values (E)

►Family posting
►Ability to undertake travel and operate away from working base in order to achieve job objectives (approx 25%).

Reporting Lines:

►Post-holder reports to Oxfam GB – Head of Programs
►Directly manages staff dedicated to the livelihood programme: The composition of the livelihood team and size of budget to manage are expected to evolve.

Remuneration
£25,596 - £35,000 net depending on experience + benefits (Medical, Pension, Relocation and 50% accommodation)
