The two conditions for amnesty are:

1. Any amnesty can only apply to terrorists who have no blood on their hands and have never raped.
2. Any amnesty must never include remuneration in any form whatsoever.

Yola - Twenty seven people have been confirmed dead in the bomb blast at the popular Gambo-Jimeta market in Jimeta, Yola, the Adamawa State capital.

The National Emergency Management Agency, NEMA, confirmed this to journalists in Yola.
