Mourinho said: 'Suarez lost a duel with (Cesar) Azpilicueta, Azpilicueta has the ball and is leaving the box with the ball and now he's doing an acrobatic swimming pool jump to try to get the penalty, because he's so clever because he's in the area where the Liverpool supporters behind.
'But (referee Howard) Webb is 10 metres away. And I think the only mistake Webb did was not to give him a yellow card.'
In Suarez's first match against Chelsea since April's infamous bite on Branislav Ivanovic earned him a 10-match ban, Mourinho's side deprived the prolific striker of scoring opportunities and took full advantage to win 2-1 and move two points behind leaders Arsenal.
A frustrated Suarez felt he had been fouled by Samuel Eto'o in the penalty box, but Mourinho disagreed, making a diving gesture and insisting simulation must be outlawed from the British game.
Mourinho had earlier interrupted David Luiz's and Eden Hazard's post-match interviews to congratulate them and to tell Luiz that he could head home to Portugal for a few days after picking up a yellow card which will see him suspended for the trip to Southampton on New Year's Day.
While pointing at Luiz on camera, Mourinho said: 'He got a yellow card to be suspended against Southampton and goes to Portugal to enjoy.
