Speaking ahead of the match at St James' Park, Wenger said to Sky Sports: 'I would have loved him [Ozil] here but he has a shoulder problem, after falling on his shoulder.
We have a good squad and now's the time to show it.'
The German has been a fixture in the Arsenal side since his move from Real Madrid in the summer but Wenger has plenty of attacking option to choose from instead.
Santi Cazorla took his starting role against Newcastle but Ozil will be a big miss if the club can't get him fit by their FA Cup third round clash with Tottenham.
